About RS38S
RS38S, called Vizard-Meteo, is a 3U CubeSat built by pupils of the V. I. Churkin School No. 1522 in Moscow with the companies NIS and Vizard, on the OrbiCraft-Pro platform of Sputnix, as part of the Russian Space-π educational programme. It was launched on 27 June 2023 on a Soyuz-2.1b/Fregat rocket from Vostochny. Its mission is to collect data on weather and environmental phenomena over the waters of the northern polar region.
Radio amateurs know it best for SSTV. Since 2024 it has sent picture series on 437.825 MHz for holidays and special events, for example images for Russia Day in June 2024. In December 2025 ARISS used RS38S to retransmit its SSTV Series 30, which had been cut short on the ISS by a technical failure: twelve images in Robot 36, with ARISS certificates for those who received them.
The same 437.825 MHz downlink also carries GMSK telemetry. SSTV from RS38S is FM on 70 cm, so a handheld with a small Yagi and a phone or PC SSTV decoder is enough; correct for the Doppler shift, which is larger than on the ISS's 2 m SSTV downlink.
